225 તાલુકાઓમાં પ્રાથમિક શિક્ષણની ગુણવત્તા સુધારવાની દિશામાં મુખ્યરમંત્રીશ્રીનો સ્તુંત્યત નિર્ણય

હાલના તાલુકા કેળવણી નિરીક્ષકોની તમામ રરપ જગ્યા્ઓ અપગ્રેડ થશે
પ્રાથમિક શિક્ષણની ગુણવત્તા માટે તાલુકા સ્તગરે વિશેષ ધ્યાડન કેન્દ્રી ત કરવા માટેની શિક્ષણ મંત્રીશ્રીની ફલશ્રુતિ
મુખ્યુમંત્રીશ્રી નરેન્દ્ર ભાઇ મોદીના અધ્યયક્ષસ્થાજને આજે મળેલી રાજ્યક મંત્રીમંડળની બેઠકમાં પ્રાથમિક શિક્ષણની ગૂણવત્તા સુધારવા માટે તાલુકા કક્ષાને સ્તરરે હાલના તાલુકા કેળવણી નિરીક્ષકોની ત્રીજા વર્ગની કર્મચારી શ્રેણીની રરપ જગ્યાુઓ અપગ્રેડ કરીને તેને તાલુકા પ્રાથમિક શિક્ષણ અધિકારી (વર્ગ-ર)માં ગેઝેટેડ ઓફિસર કક્ષામાં મૂકવાનો સ્તુરત્યલ નિર્ણય લેવામાં આવ્યોર હતો.
રાજ્યી સરકારના પ્રવકતા ઊર્જા મંત્રીશ્રી સૌરભભાઇ પટેલે મંત્રીમંડળના આ નિર્ણયની ભૂમિકા આપતા જણાવ્યું કે ગુજરાતના મુખ્યજમંત્રીશ્રીએ શિક્ષણ ક્ષેત્રમાં સર્વગ્રાહી સુધારાની દિશામાં જે ધ્યા્ન કેન્દ્રી ત કર્યું છે તેમાં, પાયાના પ્રાથમિક શિક્ષણની ગુણવત્તા ઉંચે લાવવા, છેલ્લા દશ વર્ષથી કન્યા કેળવણી અને શાળા પ્રવેશોત્સ વ અભિયાન અને ગૂણોત્સગવ દ્વારા પ્રાથમિક શાળાઓમાં શિક્ષણનું સ્તકર ઉંચે લાવવા સ્વામૂલ્યાં કન અને ગ્રેડેશનના નવા આયામો સફળતાપૂર્વક અપનાવ્‍યા છે. રાજ્યરની પ્રાથમિક શાળાઓમાં શૈક્ષણિક અને ભૌતિક માળખાકીય સુવિધાઓનો વ્યાનપક અને સર્વગ્રાહી ધોરણે વિકાસ અને વિદ્યાસહાયકોની પારદર્શી નિમણુંકો જેવા ક્રાંતિકારી કદમો ઉઠાવ્યા્ છે, જેના પરિણામે રાજ્ય માં પ્રાથમિક શિક્ષણનો ડ્રોપઆઉટ દર માત્ર ર.09 ટકા રહયો છે અને શાળામાં નામાંકન પ્રક્રિયા લગભગ 100 ટકા સુધી પહોંચી ગયું છે.
પ્રવકતા મંત્રીશ્રીએ જણાવ્યું કે શિક્ષણમંત્રીશ્રી ભૂપેન્દ્રેસિંહજી ચૂડાસમાએ મુખ્યગમંત્રીશ્રી સમક્ષ, તાલુકા કક્ષાએથી પ્રાથમિક શાળાઓમાં શિક્ષણની ગૂણવત્તા સુધારણા અને સુચારૂ વહીવટ સાથે કન્યાી કેળવણી ઉપર વિશેષ લક્ષ્ય આપી શકાય તે હેતુથી, રાજ્યઅના રરપ તાલુકાઓમાં હાલની તાલુકા કેળવણી નિરીક્ષકોની વર્ગ-3ની જગ્યાગઓ અપગ્રેડ કરીને તાલુકા પ્રાથમિક શિક્ષણ અધિકારી તરીકે વર્ગ-ર માં (ગેઝેટેડ અધિકારી) મૂકવા રજૂઆત કરી હતી જેનો મુખ્યતમંત્રીશ્રીએ સ્વીઅકાર કર્યો હતો.
ગુજરાતમાં મુખ્યકમંત્રીશ્રીની પ્રેરણાથી ૅઆપણો તાલુકો વાઇબ્રન્ટં તાલુકોૅ(ATVT)ની સંકલ્પ ના સાકાર થઇ રહી છે એટલું જ નહીં, હવે પ્રાથમિક શિક્ષણમાં ધોરણ-8 ઉમેરાવાથી ઉચ્ચVતર પ્રાથમિક શાળાઓનું વ્યાહપક ફલક વિકસ્યું છે ત્યાકરે તાલુકા સ્તનરે જ, પ્રાથમિક શિક્ષણ, મધ્‍યાન્હાભોજન યોજના, ગુણોત્સવવ, શાળા આરોગ્યટ ચિકિત્સાી, કન્યાત કેળવણી અને પ્રવેશોત્સીવ જેવા રાજ્યમકક્ષાના અભિયાનોના સુગ્રથિત આયોજન અને અમલીકરણ માટે તાલુકામાં પ્રાથમિક શિક્ષણ અધિકારી (વર્ગ-ર)ની રરપ જગ્યાસઓ મંજૂર કરવામાં આવી છે. આ રરપ (વર્ગ-ર)ની તાલુકા પ્રાથમિક શિક્ષણ અધિકારીની મંજૂર જગ્યાષઓ પૈકી પ0 ટકા બઢતી અને સેમી ડાયરેકટ ભરતીથી તથા પ0 ટકા સીધી ભરતીથી ભરવાનું નકકી કરવામાં આવ્યું્ છે.
તાલુકા પ્રાથમિક શિક્ષણ અધિકારી વર્ગ-ર ની જગ્યાાઓ ઉભી થતાં, સર્વશિક્ષા અભિયાન, તાલુકાની પ્રાથમિક શાળાઓની શૈક્ષણિક અને ભૌતિક સુવિધાઓ, સી.આર.સી. અને બી.આર.સી.ની કામગીરી સહિત ગુજરાત પ્રાથમિક શિક્ષણ અધિનિયમ તથા રાઇટ ટુ એજ્યુ કેશન (RTE) જેવા ધારાઓના વિનિયમન અને દેખરેખ વધુ સુવ્યઅવસ્થિઇત ધોરણે થઇ શકશે, એમ પ્રવકતા મંત્રીશ્રીએ જણાવ્યુંન હતું.

Expected Dearness Allowance and Dearness Relief from July 2013 : Central Government employees and Pensioners will get one more installment of additional DA and DR from July 2013 will be 10%, as per the release of AICPIN for the month of May 2013. Though the requirement of one more month of AICPIN for June to finalise the enhancement of Dearness allowance, there is possible to get 90% Dearness allowance and Dearness Relief from July 2013. Labour Bureau released the statistics number of Consumer Price Index for Industrial Workers (CPI-IW) for the month of May 2013 on its official portal , which is important factor to calculate additional DA and DR to CG employees and CG Pensioners and the same is reproduced here for your information…

Consumer Price Index for Industrial Workers (CPI-IW)-May, 2013

The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 1.22 per cent, contributing 1.64 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Poultry (Chicken), Milk, Chillies Green, Garlic, Ginger, Tomato, Root & Green Vegetables, Tea Leaf, Tea (Readymade), Cigarette, Country Liquor, Electricity Charges, Medicine (Allopathic), Repair Charges, etc. are responsible for the rise in index. However, this was compensated by Petrol putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.68 per cent for May, 2013 as compared to 10.24 per cent for the previous month and 10.16 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.24 per cent against 12.39 per cent of the previous month and 10.61 per cent during the corresponding month of the previous year.

At centre level, Chennai and Nagpur recorded the largest increase of 8 points each followed by Nasik (7 points) and Warrangal, Coonoor, Hubli Dharwar, Madurai and Tripura (6 points each). Among others, 5 points rise was registered in 2 centres, 4 points in 14 centres, 3 points in 6 centres, 2 points in 12 centres, and 1 point in 12 centres. On the contrary, a decline of 6 points was reported in Delhi, 5 points in Ghaziabad, 4 points in Srinagar, 3 points in 2 centres, 2 points in 2 centres and 1 point in 7 centres. Rest of the 10 centres' indices remained stationary.

The indices of 38 centres are above All-India Index and other 38 centres' indices are below national average. The index of Jabalpur and Haldia centres remained at par with all-India index.
