હવે પગારની કુલ રકમ પર પીએફ કપાશે

૨૮ આવનારા મહિનામાં પગારદારો માટે બચતમાં વધારો કરવાનું શક્ય બનશે. એમ્પ્લોઇઝ પ્રોવિડન્ટ ફંડ ઓર્ગેનાઈઝેશન દ્વારા હવે પગારદાર કર્મચારીઓનાં પગારની કુલ રકમ પર પીએફ કાપવા માટેની તૈયારીઓ પૂરી કરવામાં આવી છે, જેનું નોટિફિકેશન ટૂંક સમયમાંબહાર પાડવામાં આવશે. અત્યાર સુધી પીએફકોન્ટ્રિબ્યુટર્સનાં બેઝિક પગાર અને મોંઘવારી ભથ્થાની રકમ પર જ ૧૨ ટકાના દરે પીએફ કાપવામાં આવતું હતું પણ હવે અન્ય ભથ્થાઓ તેમજ પગાર પેટે આપવામાં આવતી અન્ય રકમને પણ પીએફ કાપવા માટે ધ્યાનમાં લેવાશે. ઈપીએફઓ દ્વારા તમામ ભથ્થાંઓને આવરી લઈને 'કમ્પેન્સેશન'ની નવી વ્યાખ્યા તૈયાર કરવામાં આવી છે જેને ટૂંક સમયમાં જાહેર કરાશે. જો કે ઈપીએફઓની આ હિલચાલનો વ્યાપાર-ઉદ્યોગોદ્વારા ભારે વિરોધ કરવામાં આવી રહ્યો છે. ઈપીએફઓ દ્વારા ટૂંકમાં નોટિફિકેશન બહાર પડાશે અનેક કંપનીઓ દ્વારા તેમનાં કર્મચારીઓનાં બેઝિક પગારને યથાવત રાખીને તેમનાં અન્ય ભથ્થામાં વધારો કરવામાં આવે છે, જેને કારણે અન્ય ભથ્થાંની રકમ પર તેમને પીએફના લાભ મળતા નથી. પરિણામે તેમનું પીએફ કોન્ટ્રિબ્યુશન વર્ષો સુધી એમનું એમ જ રહે છે.

અમદાવાદ : રાજ્ય સરકારે કર્મચારીઓની માંગણીને ગ્રાહ્ય રાખીને છઠ્ઠા પગારપંચના અમલ વખતે કરેલ નિર્ણય અનુસાર પાંચમો અને અંતિમ 20 ટકાનું પગાર વધારો રોકડમાં ચુકવવાનો નિર્ણય કર્યો છે. કર્મચારી સંગઠનો દ્વારા આ અંગે છેલ્લા કેટલાક દિવસથી માંગણી કરીને હડતાલ પર જવાની ચિમકી ઉચ્ચારવામાં આવતી હતી. સત્તાવાર સૂત્રોએ જણાવ્યું કે 2006માં જ્યારે રાજ્ય સરકારે કેન્દ્રના ધોરણે છઠ્ઠા પગારપંચનો અમલકર્યો ત્યારે તફાવતની રકમને પાંચ ભાગમાં વહેંચીને 20-20 ટકા પ્રમાણે રકમ જે તે કર્મચારીના પીએફમાં જમા કરવાનો નિર્ણય કર્યો હતો. જ્યારે કર્મચારીઓની એવી માંગણી હતી કે તફાવતની આ રકમ રોકડમાં આપવી જોઇએ. કર્મચારીઓની માંગણીને સરકારે સંતોષવાનો પ્રયાસ કર્યો છે. સરકારે કરેલા એક નિર્ણય અનુસાર હવે આ તફાવતનીરકમનો પાંચમો અને છેલ્લા 20 ટકાના હપ્તાની રકમ રોકડમાં ચુકવાશે. સૂત્રોએ જણાવ્યું કે સરકારના આ નિર્ણયથી કર્મચારીઓ અને પેન્શનરોને મળીને અંદાજે 8 લાખ કર્મચારીઓને તેનોલાભ મળશે. કર્મચારી સંગઠનોએ સરકારના આનિર્ણયને આવકાર આપ્યો છે. એમ મનાઇ છે કે સરકારે કર્મચારીઓની નારાજગી દુર કરીને તેમની સહાનુભૂતિ જીતવાનો પ્રયત્ન કર્યો છે. રાજ્યમાં વિદ્યાસહાયકોની જે સ્થિતિ છે.. તેને યથાવત રાખવાનો સુપ્રીમ કોર્ટે આદેશઆપ્યો***** વિદ્યાસહાયકોની યોજના મુદ્દે સુપ્રીમ કોર્ટે મહત્વનો આદેશ આપ્યો છે. હાલમાં રાજ્યમાં વિદ્યાસહાયકોની જે સ્થિતિ છે.. તેને યથાવત રાખવાનો સુપ્રીમ કોર્ટે આદેશ આપ્યો છે. સુપ્રીમ કોર્ટ આ સમગ્ર મામલે વેકેશન બાદ નિર્ણય લેશે. જેમા વિદ્યાસહાયકોની યોગ્યતા અને પગારધોરણ મુદ્દે નિર્ણય લેવાશે. મહત્વનું છે કે વર્ષ 2011માં રાજ્યમાં 13 હજાર વિદ્યાસહાયકોની ભરતી થઈ હતી. જેમાં અનામતની નીતિને પાળવામાં આવી ન હોવાનો આક્ષેપ થયો હતો. બાદમાં હાઈકોર્ટે પણ આ મામલે વિદ્યાસહાયકોની તરફેણમાં ચુકાદો આપ્યો હતો..જ્યારબાદ આ મામલો સુપ્રીમ કોર્ટમાં ગયો હતો. સુપ્રીમમાંવિદ્યાસહાયકોના પગાર ધોરણને પડકારવામાં આવ્યો હતો."

Job Description:

Job Title: Clerks

Salary: Candidates are requested to read original notification (given below) for details of pay scale.

Educational Qualification: Candidate should be Graduate from any discipline with at least of 55% marks or should have completed Post Graduation from a recognized University in regular college course.      
OR
If candidate is Engineering Graduate, he/she must 60% marks from a recognized University in regular college course. Candidates of final semester, whose result are awaited, may also apply.

Essential qualification: Candidate should have computer knowledge and good knowledge of Tamil language.

Age Limit: Maximum age of graduate candidate should be 24 years and age of post graduate candidate should be 26 years as on 31/03/2013.

સાબરકાંઠા જિલ્લાની અનેક પ્રા.શાળાઓમાં હાજરી પુરવા બાયોમેટ્રીક સિસ્ટમનો અમલ સાબરકાંઠાની અનેક સરકારી પ્રાથમિક શાળાઓના શિક્ષકોની અનિયમિતતાની ગંભીર ફરિયાદો ઉઠતી હોય છે. રાજ્ય સરકાર સર્વશિક્ષા અભિયાન હેઠળ બાયોમેટ્રીક સીસ્ટમ હેઠળ જિલ્લાના ૪ આદિવાસી તાલુકાઓમાં શિક્ષકો, વિદ્યાર્થીઓની હાજરી પૂરવાના સારા પરિણામોથી પ્રોત્સાહીત થઈ આગામી ૧૦ જૂનથી શરૂ થતા નવા શૈક્ષણિક સત્રથી તમામ પ્રાથમિક શાળાઓમાં શિક્ષકો, વિદ્યાર્થીઓની હાજરી પૂરવા બાયોમેટ્રીક સીસ્ટમ અમલી બની રહ્યાનું જાણવા મળ્યું છે. રાજ્યની ૩ર,૦૦૦થી પણ વધુ સરકારી પ્રાથમિક શાળાઓમાં હાજરી પૂરવા બાયોમેટ્રીક સીસ્ટમનો અમલ થનાર હોવાનું જાણવા મળ્યું છે. સરકારી શાળાઓમાં શિક્ષકોની અનિયમિતતાની ફરિયાદો ઊઠયા બાદ સાબરકાંઠા જિલ્લાની પ્રાથમિક શાળાઓમાં નવા સત્રથી અમલ..!! રાજ્યના આદિવાસી જિલ્લા અને તાલુકાઓમાં અનેક શિક્ષકો અનિયમિત રીતે ફરજ બજાવતા હોવાની ગંભીર ફરિયાદો ઉઠયા પછી આદિવાસી વિસ્તારોમાં શિક્ષકો અને વિદ્યાર્થીઓની હાજરી પૂરવા માટે થંમ્બ મશીન (બાયોમેટ્રીક સીસ્ટમ)નો અમલ કરવાનો નિર્ણય કરાતાં પ્રારંભમાંતેનો વિરોધ થયો હતો. સાબરકાંઠાના ખેડબ્રહ્મા, વિજયનગર, ભિલોડા અને મેઘરજ તાલુકામાં પસંદગીની શાળાઓમાં બાયોમેટ્રીક સીસ્ટમથી હાજરી પૂરવાનો પાયલોટ પ્રોજેક્ટ અમલમાં મૂકાયા પછી તેનાં સારાં પરિણામોથી સરકારનો શિક્ષણ વિભાગ હરખાઈ ઉઠયો છે. કેટલાક કિસ્સાઓમાં ભૂતિયાં બાળકો ચલાવે રાખીશિક્ષકોની વધ પાડવામાં આવતી નથી તેવી ગંભીર ફરિયાદો ઉઠયા પછી તપાસમાં ઠીક ઠીક તથ્ય જણાઈ આવ્યું હતું. તેમજ અનેક શિક્ષકો ફરજ બજાવવાના બદલે પોતાના ધંધાઓમાં રચ્યા પચ્યા રહી શાળાઓમાં અનિયમિત રહેતા હોવાની ફરિયાદો પણ ઉઠી હતી અને ઓચિંતિ તપાસમાં વાસ્તવિક ચિત્ર બહાર આવ્યું હતું. જો કે રાજ્ય સરકારે રાજ્યની તમામે તમામ સરકારી પ્રાથમિક શાળાઓમાં આગામી નવા સત્રથી શિક્ષકો, વિદ્યાર્થીઓની હાજરી પૂરવા બાયોમેટ્રીક સીસ્ટમનો અમલ કરાવવાનો નિર્ણય લીધાનું જાણવા મળેલ છે. જ્યારેસરકારી પ્રાથમિક શાળાઓ સાથે ખાનગી પ્રાથમિક શાળાઓ પણ તેનો અમલ કરે તે માટે ખાનગી શાળાના સંચાલકો અને આચાર્યાને પણ આ અંગેની સૂચનાઓ જારી કરવામાં આવશે તેમ શિક્ષણ વિભાગના જવાબદાર સૂત્રો પાસેથી જાણવા મળ્યું છે.

72 ટકા મોંઘવારી ભથ્થુ વધીને 80 ટકા થશ

સરકારના કર્મયોગીઓના મોંઘવારી ભથ્થામ
ટકાનો વધારો કરવામાં આવ્યો છે. જેનો 1
લી જાન્યુઆરી 2013થી અમલ કરાયો છે.
મુખ્યમંત્રી નરેન્દ્ર મોદીના અધ્યક્ષ સ્થાને
મળેલી મંત્રી મંડળની બેઠકમાં આ નિર્ણય
લેવાયો છે. કર્મચારીઓને આ મોંઘવારી ભથ્થુ
રોકડમાં ચૂકવવામાં આવશે. રાજ્ય
સરકારના કર્મચારીઓને કેન્દ્ર
સરકારના કર્મચારીઓની સમકક્ષ
મોંઘવારી ભથ્થુ મળતું થશે. ગુજરાત
રાજ્યના સરકારી કર્મચારીઓને
હાલમાં મળતું 72 ટકા મોંઘવારી ભથ્થુ વધીને
80 ટકા થશે. જેમાં અંદાજે 4.86 લાખ
કર્મચારીઓને તથા સેવામાંથી નિવૃત
થયેલા 3.77 લાખ પેન્શનરોને
મોંઘવારી ભથ્થામાં 8
ટકાના વધારાનો લાભ મળશે. જેના પરિણામે
રાજ્યની તિજોરી પર અંદાજે વાર્ષિક 1036
કરોડ રુપિયાનો વધારાનો નાણાકિય બોજ
પડશે.
