શું આ વ્યાજબી છે ?

સમાન કામ સમાન વેતન અંતર્ગત જરા વિચારજો.

એક સાચી વાર્તા

એકજ શાળામાં એક સિનિયર શિક્ષક કે જે સુપરવાઈઝર છે જેનો માસિક પગાર ૫૦૦૦૦ થી ૬૦૦૦૦ છે. જેને બે બાળકો તથા માબાપ છે.  જેનો વર્કલોડ સુપરવાઈઝર હોવાને નાતે  અઠવાડિયાના ૧૮ થી ૨૦ તાસ છે જ્યારે બીજો શિક્ષણ સહાયક  ૯૪૦૦ રૂપિયા ઉચ્ચક વેતન મેળવે છે જે પણ બે બાળકો તથા માતાપિતા સાથે રહે છે. જેનો વર્કલોડ અઠવાડિયાના ૩૩ થી ૩૫ તાસ છે.

બંને માટે બજારમાં ખરીદીની બધી વસ્તુના ભાવ સરખા છે. સિનિયર માટે ડુંગળી ૯૦ રૂપિયાની કિલો તો શિક્ષણ સહાયક માટે પણ ડુંગળી ૯૦ રૂપિયાની કિલો. આજ રીતે અન્ય બધી જીવન જરુરિયાતની વસ્તુઓ માટે બજારમાં ભાવ સરખા છે. મોંઘવારી બંને શિક્ષક માટે સમાન છે. દૂધ બંને શિક્ષક માટે ૧ લિટરના ૫૦ થી ૫૫ રૂપિયા છે.
ગુજરાતમાં બજારમાં એવી કોઈ દુકાનો નથી કે જેમાં ફૂલ પગારવાળાના ખરીદીના ભાવ અને ફિક્સ પગારવાળાની ખરીદીના ભાવ જુદા જુદા  હોય. તેલ - પેટ્રોલ - ડીઝલ કે કોઈપણ વસ્તુના ભાવ બધા માટે સમાન છે.

તો શું  કાયમી શિક્ષક કે કોઈપણ કાયમી કર્મચારીને મોંઘવારી નડતી હોય તો પછી ફિક્સ પગાર વાળા કોઈપણ કર્મચારીને બજારૂ મોંઘવારી નડતી નથી ?
 કાયમી કર્મચારીના પગારમાં ૧૦ % મોંઘવારી વધારો થાય તો શું ફિક્સ પગારવાળા કર્મચારીઓ મોંઘવારી વધારા માટે હકદાર નથી ? સરકાર દ્વારા જ્યારે મોંઘવારી વધારો થાય છે ત્યારે ૫૦૦૦૦ થી ૬૦૦૦૦ રૂપિયા પગાર લેતો કે જેનો વર્કલોડ ઓછો છે તે હરખાય છે અને તે દિવસે સમાચારપત્રમાં તે સમાચાર ત્રણથી ચાર વખત વાંચે છે અને મૂછમાં હસે છે જ્યારે અન્ય ફિક્સ પગારવાળો મિત્ર કે જેનો વર્કલોડ ઘણોજ છે અને સતત પરસેવો પાડે છે તે સમાચાર સાંભળી રડી પણ શક્તો નથી.  
સમાન કામ સમાન વેતનના કુદરતી સિધ્ધાંતના નિયમ મુજબ તો તેઓ ફિક્સ પગાર તેમજ તેના લેબલથી જ પહેલાંથી જ માનસિક યાતના ભોગવે છે અને એમાંય મોંઘવારી વધારાનો માર તેમની યાતનાઓમાં ઉદીપકીય વધારો કરે છે.
આ પ્રશ્ન અંતર્ગત રાત્રે જમ્યા પછી શાંત ચિત્તે ખુરશીમાં બેસી પેટમાં રહેલા અન્ન ઉપર હાથ ફેરવી જરા વિચારજો હોં કે .......

આજની સૌથી દુ:ખદ વાત એ છે કે ગુજરાતની કેટલીયે શાળાઓ આચાર્ય વગરની છે. છેલ્લા બે થી ત્રણ વર્ષથી આચાર્યની ભરતી થઈ શક્તી નથી. ભરતી બોર્ડ દ્વારા થયેલ ભરતીમાં પણ ઘણી જગ્યાએ આચાર્યો હાજર થઈ શકેલ નથી. કયા કારણથી આચાર્યની ભરતી થઈ શક્તી નથી તેનું અધિકારીઓએ ચિંતન કરવાની જરૂર છે. 

આ ઉપરાંત છેલ્લા કેટલાયે સમયથી ઉચ્ચત્તરમાં શિક્ષકો વિના વિદ્યાર્થીઓ અભ્યાસ કરી રહ્યા છે. નામૂ - ગણિત - જીવવિજ્ઞાન - રસાયણ  વિજ્ઞાન  - ભૌતિક વિજ્ઞાન ના શિક્ષકો વિના કેવી રીતે વિદ્યાર્થીઓ  અભ્યાસ કરતા હશે તે વિચારવા જેવું છે.
તાજેતરમાં જૂન ૨૦૧૩ ની અસરથી નવા વર્ગા મંજૂર થયા છે પરંતુ શિક્ષકો નથી. ભરતી બોર્ડ દ્વારા શિક્ષકોની ભરતી માટે અરજીઓ મંગાવેલ છે પરંતુ બે થી ત્રણ માસ વિત્યા હોવા છતાં કેમ મેરીટ લિસ્ટ બહાર પડ્તું નથી ? અધિકારીઓ નિયમોનું અર્થઘટન કરી ભરતી વિલંબમાં નાખે છે. કમ્પ્યૂટરના જમાનામાં ત્રણ માસ વિતવા છતાં મેરીટ જાહેર ન થાય તે વાઈબ્રન્ટ  ગુજરાતમાં હાસ્યાસ્પદ છે.  

કોઈપણ ભરતીમાં વારંવાર કોર્ટ મેટર બનતી હોય એનો મતલબ એવો હોઈ શકે કે વહિવટમાં અધિકારીઓ દ્વારા નિયમો - નિતીઓમાં પારદર્શિતા હોતી નથી.  કોઈક ભરતીમાં ઓરિજનલ સર્ટીફિકેટ મેળવી લેવાય છે તો બીજી ભરતીમાં સર્ટીફિકેટ ઉમેદવારને આપી દેવાય છે. કોઈક ભરતીમાં ઉચ્ચત્તરમાં M.Phil ના ગુણ ગણાય છે તો કોઈક ભરતીમાં M.Ed ના ગુણ ગણાય છે.  ટાટના પ્રશ્નપત્રોમાં અસંખ્ય ભૂલો થાય છે. જવાબદાર પેપર સેટર પર કંઈ પગલાં ભરાતા નથી.
ટેટ કે ટાટમાં પરીક્ષા એકજ છે - પ્રશ્નપત્ર એકજ હોય છે છતાં બિનઅનામત ઉમેદવાર માટે પાસિંગ ધોરણ  ૯૦ ગુણ જ્યારે અનામત ઉઅમેદવાર માટે ૮૨ ગુણ છે. નોકરીમાં અનામત છે તે સમજી શકાય તેમ છે પરંતુ  પરીક્ષામાં અનામત તે  સમજી શકાતું નથી. કાલે કોઈ ધોરણ ૧૦ તથા ૧૨ ની જાહેર પરીક્ષામાં પાસિંગ ધોરણ અલગ અલગ રાખવાનું કહેશે તો શું તેમાં ફેરફાર થશે ?
અધિકારીઓ દ્વારા છાસવારે નિયમોમાં બદલાવ થાય છે જેના કારણે કોર્ટ મેટર બને છે અને ભરતી વિલંબમાં નંખાય છે. શિક્ષિત  બેકારોની મશ્કરીઓ થાય છે. આમાં વિદ્યાર્થીઓનો શો વાંક ?
 અભ્યાસ માટે શિક્ષકોની કાગડોળે  વર્ગમાં રાહ જોતા વિદ્યાર્થીઓનો એવો તો શો ગુનો છે કે તેમને દરરોજ શિક્ષક વિના પ્રોક્ષી તાસ સહન કરવો પડે. 

કેળવણી મંડળની મોટાભાગની ગ્રાંટ અવેજી શિક્ષકની ભરતી કરી તેના પગારમાં જાય છે તેવું ઘણા મંડળના પ્રમુખ/મંત્રી દ્વારા જાણવા મળેલ છે. 
એક શાળાના પ્રમુખના મંતવ્ય મુજબ  સરકારે ૧૧ વિજ્ઞાનપ્રવાહનો વર્ગ આપેલ છે પરંતુ એક પણ ફાજલ કે રેગ્યુલર શિક્ષક આપેલ નથી જેના કારણે  ચાર અવેજી શિક્ષકના દર માસના ૧૨ થી ૧૫૦૦૦ લેખે મંડળને મહિને ૫૦૦૦૦ ખર્ચ થાય છે. છેલ્લા ઘણા સમયથી આવા ખર્ચના કારણે મંડળની કરોડરજ્જુ વાંકી વળી ગઈ છે.

શિક્ષકસંઘો તથા બોર્ડની ચૂંટણીમાં ચૂંટાયેલા સભ્યોએ આ અંતર્ગત ધારદાર રજૂઆત કરવી જોઈએ. ફક્ત પગાર વધારો માંગવો તે મુખ્ય પ્રાથમિકતા નથી. વર્ગમાં વિદ્યાર્થીઓને શિક્ષક તથા શાળાને આચાર્ય મળી રહે તે સૌથી મહત્વની પ્રાથમિકતા છે.

આ મારા અંગત વિચારો છે કદાચ કોઈ સંમત ન પણ હોય.

GEER Foundation Recruitment 2013 for ICZM Project

Gujarat Ecological Education & Research (GEER) Foundation, Gandhinagar invites applications for various posts under the project named World Bank funded India Integrated Coastal Zone Management (ICZM) as mentioned below. The duration of the project is two years and it will be implemented in the Gulf of Kutch/Khambhat region. Interested candidates are required to apply in the prescribed form. Job Description:

1) Job Title: Research Associate (Envt. Parameter) 
Number of Vacancies: 1
Salary: Rs. 22000/- plus 10% HRA
Educational Qualification: Candidates possesses the degree of PhD (Envt. Sci/Life Science) or M.E/M.Tech (Envt. Engineer)
Age Limit: 35

 2) Job Title: Junior Research Fellow (JRF) Envi. Parameter
Number of Vacancies: 4
Salary: Rs. 14000/- plus 10% HRA (If not NET qualified) Rs. 16000/- plus 10% HRA (if NET qualified)
Educational Qualification: Candidates possesses the degree of M. SC (Envt. Science) with minimum 65% from recognized university or M. Sc.(Envt. Science) from recognized university with minimum 1 year relevant research experience  
Age Limit: 30

3) Job Title: Junior Research Fellow (JRF) Marine Fauna 
Number of Vacancies: 3
Salary: Rs. 14000/- plus 10% HRA (If not NET qualified) Rs. 16000/- plus 10% HRA (if NET qualified)
Educational Qualification: Candidates possesses the degree of M. SC (Zoology/Marine Science/Life Science) with minimum 65% from recognized university or M. Sc (Zoology/Marine Science/Life Science) from recognized university with minimum 1 year relevant research experience

4) Job Title: Technical Assistant (Envt. Parameter)

Salary: Rs. 8000/- plus 10% HRA
Educational Qualification: Candidates possesses the degree of B. Sc/M. Sc (Envt. Science) from recognized university with M. Sc or B. Sc with minimum 60%
