રાજ્ય સરકારની શિક્ષકોને દિવાળીની ભેટ: રૂ. અઢીથી પાંચ લાખનો ફાયદો થશે

રાજ્યની ગ્રાન્ટેડ માધ્યમિક અને ઉચ્ચત્તર માધ્યમિક સ્કૂલોના આશરે ૯૦ હજાર શિક્ષકોને મળતી ૩૦૦ રજાઓ તેઓ નિવૃત્ત થાય ત્યારે જેટલી રજા જમા હોય તેનો પગાર મળતો હતો. મહત્તમ ૩૦૦ રજાનો રોકડમાં લાભ થતો હતો. આથી નિવૃત્તિ સમયે શિક્ષકને જો એકપણ રજા ન વાપરે તો ૩૦૦ રજા લેખે આશરે રૂ. પાંચ લાખનો ફાયદો થતો હતો. જો રજા વપરાય તો પણ ઓછામાં ઓછા અઢીથી ત્રણ લાખ મોટાભાગના શિક્ષકોને મળે છે.
વર્ષોથી ચાલી આવતી પ્રથામાં રાજ્યના શિક્ષણ વિભાગના અધિકારીઓએ અને ઓડિટના અધિકારીઓએ અર્થઘટન કરવામાં ગુજરાતી કહેવત અનુસાર ધકેલ પંચા દોઢસો કરતા શિક્ષકોના લાભમાં નુકસાન ચાલુ થયું હતું. શિક્ષણ વિભાગના તા. ૩ ઓકટોબર, ૨૦૧૦ના પરિપત્રથી અર્થઘટનમાં ભૂલ થઇ હતી. જે ગઇ વિધાનસભાની ચૂંટણી વખતે મુખ્યમંત્રી નરેન્દ્ર મોદીએ વચન આપતા સુધરી હતી અને સુધારેલો પરિપત્ર તા. ૨૬ માર્ચ, ૨૦૧૩ના રોજ કરવામાં આવ્યો હતો.
આ પરિપત્રની ઓડિટ વિભાગે કવેરી કાઢતા મામલો પાછો ગૂંચવાયો હતો. અંતે આજે તા. ૨ નવેમ્બરે, ગુજરાત સરકારે સ્પષ્ટતા સાથેનો પરિપત્ર કરતા હવે શિક્ષકોને નિવૃત્તિ સમયે અઢીથી પાંચ લાખનો ફાયદો થશે તેવું માધ્યમિક શિક્ષક સંઘના પ્રમુખ રમેશ પટેલે જણાવ્યું હતું.
કેટલાક જિલ્લાઓ સાચું અર્થઘટન કરતા અને કેટલાક નહીં ખુદ રાજ્ય સરકારના પરિપત્રનું તુંડે તુંડે મતિ ભિન્ના જેવી સ્થિતિ હતી. શિક્ષકોને નિવૃત્તિ સમયે ૩૦૦ને બદલે અમદાવાદ, ગાંધીનગર જેવા જિલ્લાના વહીવટીતંત્ર દ્વારા ૧પ૦ રજાઓનું ખોટું અર્થઘટન થતું હતું. જ્યારે રાજકોટ, સુરેન્દ્રનગર પાટણ જેવા જિલ્લાઓ ૩૦૦ રજા ગણતા હતા. સરકારના વહીવટીતંત્રમા પણ એકસૂત્રતા ન હોવાથી કેટલાય શિક્ષકોની એકથી દોઢ લાખની રકમ ટલ્લે ચડી હતી.
રાજ્ય સરકારે માગણી સ્વીકારી છે માધ્યમિક શિક્ષક સંઘના પ્રમુખ રમેશ પટેલ અને ઉચ્ચત્તર માધ્યમિક શિક્ષક સંઘના પ્રમુખ પંકજ પટેલે જણાવ્યું હતું કે રાજ્ય સરકાર સમક્ષ અવારનવાર રજૂઆત કરતા પરિપત્રનુ ખોટું અર્થઘટન કરવાથી સર્જા‍યેલી સ્થિતિને સુધારવામાં આવી છે. આજે સુધારેલો પરિપત્ર કરતા રાજ્યના શિક્ષણમંત્રી ભૂપેન્દ્રસિંહ ચુડાસમાનો સંઘ આભાર માને છે.
હા, હવે ૩૦૦ રજાનું રોકડમાં રૂપાંતર થશે શિક્ષકોની માગણીને ધ્યાનમાં રાખીને ૧પ૦ રજાનું ૩૦૦ રજાનું અર્થઘટન સુધારવામાં આવ્યું છે. અને સુધારેલો પરિપત્ર જાહેર કરાયો છે. સી.વી.સોમ, કમિશનર ઓફ સ્કૂલ, ગાંધીનગર
પટ્ટાવાળાઓને બોનસ ન મળતાં દિવાળી બગડી ગ્રાન્ટેડ સ્કૂલોના પટ્ટાવાળાઓ ચોથા વર્ગના કર્મચારી કહેવાતા હોવાથી તેમને દર વર્ષે રૂ. ૩૪૧૨નું દિવાળી બોનસ આપવામાં આવે છે. રાજ્યની આશરે ગ્રાન્ટેડ ૮પ૦૦ સ્કૂલોના ૧૨ હજાર પટ્ટાવાળાઓને દર વર્ષે બોનસ આપવામાં આવતું હતું. પણ, સ્કૂલોના પટ્ટાવાળાઓને બોનસ આપવામાં ન આવતા તેમની દિવાળી બગડી હોવાનો આક્રોશ વ્યકત કર્યો હતો. ઉલ્લેખનીય છે કે રાજ્ય સરકારે આજે માધ્યમિક અને ઉચ્ચત્તર માધ્યમિક શિક્ષકોને ૩૦૦ રજાનું રોકડમાં રૂપાંતર કરવાનો પરિપત્ર કર્યો છે. બીજી બાજુ આવી ગ્રાન્ટેડ સ્કૂલોના જ પટ્ટાવાળાઓ બોનસથી વંચિત છે.

This time I am going to post something different. You will have to edit the CSS as well the HTML for this new type of Popular Post widget.
The live demo of this widget can be seen by going to the below link and look at the right sidebar.

Step 1 : Adding Popular Post Widget

Go to Blog Title → Layout → Add a Gadget → Popular Posts. After adding the widget Save the Template.

Step 2 : Adding the CSS

Firstly go to Blog Title → Template → Edit HTML. Expand <b:skin>⋯</b:skin> if it is not expanded. Press Ctrl + F. Type ]]></b:skin> in search box and press enter key. [As per the new HTML editor]
