એચ ટાટ પરીક્ષાના કારણે અટવાયેલા શિક્ષકોના હાયર ગ્રેડના મુદ્દે ઉચ્ચકક્ષાએ રજૂઆત કરાઇ

ભુજ, તા. 15 : પ્રાથમિક શિક્ષકોને બઢતીના વિકલ્પે 9.20 અને 31 વર્ષના ઉચ્ચત્તર પગારધોરણ મળે છે અને શિક્ષણ વિભાગના ઠરાવ પ્રમાણે શિક્ષકોને સી.સી.સી. સિવાય કોઇ ખાતાકીય પરીક્ષા પાસ કરવાની રહેતી નથી, પરંતુ રાજ્ય લોકલ ફંડ ગાંધીનગરની કચેરીના પત્રથી દરેક જિલ્લાઓની સ્થાનિક ભંડોળ હિસાબની કચેરીને એવી સૂચના અપાઇ છે કે બઢતી માટે એચ ટાટ પરીક્ષા જરૂરી છે અને તે પાસ કરનારને જ ઉચ્ચતર પગારધોરણ મંજૂર કરાશે. પરિણામે રાજ્યના તમામ જિલ્લાઓમાં હાલે હાયરગ્રેડની કામગીરી અટવાઇ પડી છે અને પાત્રતા ધરાવતા શિક્ષકો ગ્રેડથી વંચિત રહી જવા પામ્યા છે, જે અન્યાયી છે. આ બાબતે રાજ્ય શિક્ષક સંઘના સંગઠન મંત્રી અને કચ્છના શિક્ષક અગ્રણી હરિસિંહ જાડેજાએ ઉચ્ચકક્ષાએ રજૂઆત કરી છે. ટેટ કે એચ ટાટની પરીક્ષા સ્નાતક કે અનુસ્નાતક કક્ષાની લાયકાત ધરાવતા શિક્ષકો જ આપી શકે છે, અન્ય શિક્ષકો તે ઇચ્છે તો પણ આપી શકતા નથી. વળી ગ્રેડ એ કોઇ બઢતી નથી. પ્રાથમિકમાં જ્યારે નિમ્ન અને ઉચ્ચ એમ બે વિભાગ પડ્યા તે પૂર્વે પ્રા. શિક્ષકમાં પી.ટી.સી., સી.પી.એડ., સંગીત, એ.ટી.ડી. જેવી લાયકાત ધરાવતા ઉમેદવારોની જ ભરતી કરવામાં આવતી. આવા શિક્ષકોને શિક્ષણ વિભાગના તા. 27/4/12ના ઠરાવ મુજબ આવી પરીક્ષામાં બેસવા માટે પણ લાયક ગણવામાં આવ્યા નથી. સ્નાતક અને અનુસ્નાતકની લાયકાત ધરાવતા ઉમેદવારોએ જ આ ટેટની પરીક્ષા પાસ કરી ઉચ્ચત્તરમાં ભરતી થઇ છે. પી.ટી.સી.વાળા નિમ્નસ્તરમાં હોઇ તેમને આ પરીક્ષા આપવાની રહેતી નથી. વળી એચ ટાટ એ હેડ ટીચર્સ માટેની વહીવટી પોસ્ટ છે. જેમને મુખ્ય શિક્ષક બનવું હોય તેમને જ લાગુ પડે છે. અન્યોને તે લાગુ પડતું ન હોઇ આ પરીક્ષા આપવાનો પણ પ્રશ્ર્ન ઉપસ્થિત થતો નથી. શ્રી જાડેજાએ ગુજરાત રાજ્ય પ્રાથમિક શિક્ષક સંઘના પ્રમુખ ચંદુલાલ જોશી અને મહામંત્રી બળદેવભાઇ ચૌધરી પાસે રજૂઆત કરતાં તેમણે ફાઇલ શિક્ષણ વિભાગ પાસે પહોંચી ગઇ હોવાનું જણાવ્યું હતું અને ટૂંક સમયમાં નિયામક દ્વારા આ બાબતની સ્પષ્ટતા કરતો પરિપત્ર થઇ જવાની ખાતરી ઉચ્ચારી હતી.
