Posted: 13 Aug 2014 07:26 PM PDT CCCના બોગસ સર્ટિ‌ બનાવવાના કૌભાંડનો પર્દાફાશ-સરદાર કૃષિનગરનો કર્મચારી પોલિટેકનિક કોલેજમાં ફીની પાવતીમાં સિક્કોકરાવવા આવતાં ભાંડો ફૂટયો,કોલેજના આચાર્યએ ૬૭ કર્મચારી સામે પોલીસ ફરિયાદનોંધાવી-                                            પાલનપુરની પોલિટેકનિક કોલેજ સેન્ટરમાં ઓગસ્ટ ૨૦૧૩માં પરીક્ષા આપનાર ઉમેદવારોના પ્રમાણપત્રોમાં ચેડાંપાલનપુર: ગુજરાત ટેકનિકલ એકઝામીનેશન બોર્ડ, ગાંધીનગર દ્વારાઓગસ્ટ- ૨૦૧૩માં સીસીસીની પરીક્ષા લેવાઇ હતી. જેમાં પાલનપુર સ્થિત સરકારી પોલિટેકનિક સેન્ટરમાંથી પરીક્ષા આપી નાપાસ થનારા કર્મચારીઓએ કોલેજના પ્રમાણપત્રમાં ખોટી સહી અને સિક્કાકરી તેને સાચા તરીકે રજૂ કરવાના કૌભાંડનો પર્દાફાશ થયો છે. જેમાં ૬૭કર્મચારીઓ સામે ફરિયાદ નોંધાતાં સરકારી બાબુઓમાં ખળભાળટ મચી ગયો છે.નોંધપાત્ર છે કે, સીસીસી પરીક્ષાનું પ્રમાણપત્ર ખાતાકીય બઢતી માટે ફરજિયાત હોઇ આ કોલેજ કેન્દ્રમાં પરીક્ષા લેવાઇ હતી.બનાસકાંઠા જિલ્લાના સરકારી કર્મચારીઓમાં ચર્ચા જગાવનારા કારસ્તાનની વિગતો મુજબ, ગુજરાત રાજ્ય ટેકનિકલ એકઝામીનેશન પરીક્ષા બોર્ડ દ્વારા ઓગસ્ટ-૨૦૧૩માં સીસીસીની પરીક્ષા લેવામાં આવી હતી. જ્યાં પાલનપુર સ્થિત પોલિટેકીનકલ કોલેજ સેન્ટરમાંથી પરીક્ષા આપનારા જુદીજુદી સરકારી કચેરીના કર્મચારીઓ પૈકી સરદાર કૃષિ યુનિવર્સિ‌ટીના કર્મચારી જી.સી.રાવલ ૧૬ ઓગસ્ટ, ૨૦૧૩ના રોજ તેમની સીસીસીની પરીક્ષાની ફીની પાવતી ઉપર રાઉન્ડશીલ લગાવવા આવ્યા હતા. તે વખતે પરિણામની ખરાઇ કરતાં તેમાં છેડછાડ થવાનું જણાયું હતું. આઅંગે સિનિયર કલાર્ક કે.આર.રણાવાસીયા અને સીસીસી કો.ઓડિનેટર એમ.જે.શાહે ઇન્ચાર્જ આચાર્ય સુરેશભાઇ દલાભાઇ ડાભીને જાણકરી હતી. જેમણે તા. રર ઓગસ્ટ, ૨૦૧૩ના રોજ બનાસકાંઠા જિલ્લાની તમામ સરકારી કચેરીઓ પાસેથી તા. ૧ જાન્યુઆરી, ૨૦૧૨ પછી સીસીસી પાસ કરીહોય તેવા કર્મચારીઓના પ્રમાણપત્રો ખરાઇ માટે મંગાવ્યા હતા. જેમાં જિલ્લાની જુદી જુદી સરકારી કચેરીઓના ૬૭ કર્મચારીઓએ પોલિટેકનિક કોલેજના બનાવટી માર્કસીટ બનાવી તેના ઉપર બનાવટી સહી-સિક્કા કર્યા હોવાના કૌભાંડનો પર્દાફાશ થતાં અધિકારીઓ પણ ચોંકી ઉઠયા હતા. આ અંગે ઇન્ચાર્જ આચાર્ય સુરેશભાઇ દલાભાઇ ડાભીએ મંગળવારે ૬૭કર્મચારીઓ સામે ફરિયાદ નોંધાવતા પીઆઇ એમ.બી.વ્યાસે વધુ તપાસ હાથ ધરી છે.સીસીસીની પરીક્ષામાં ટેકનિકલ એકઝામીનેશન બોર્ડ ગાંધીનગરના તેમજ સ્થાનિક સેન્ટરના અધિકારીઓની દેખરેખ હોય છે. જેનું પરિણામ ગાંધીનગર મોકલી આપવામાં આવે છે. તે બાદ ગાંધીનગરથી પરિણામ ઓનલાઇન મુકાય છે. તેમજ તેનો એક બંચ જે-તે સેન્ટરને મોકલવામાં આવે છે. જયાં સેન્ટરના આચાર્ય, કલાર્ક તેમજ અન્ય અધિકારીઓની સહી બાદ ઉમેદવારને માર્કસીટ આપવામાં આવતી હોય છે. જેનીરજીસ્ટરમાં નોંધ પણ કરાય છે.આગળ વાંચો કેવી રીતે તૈયાર થાય છે બનાવટી માર્કશીટો છેકછાક તેમજ ખોટા સહી- સિક્કા કરી બનાવટી માર્કશીટો તૈયાર કરાઇ છેકેવી રીતે બહાર આવ્યું કૌભાંડદાંતીવાડા સરદાર કૃષિનગરના કર્મચારી ગજાનંદ ચુનીલાલ રાવલે તેમની કચેરીની એકાઉન્ટ શાખામાં સીસીસીની પરીક્ષાની ફીની પાવતી રજૂકરી હતી. જોકે, અધિકારીએ તેના ઉપર પરીક્ષા સેન્ટરનો ગોળ સિક્કો લગાવીઆવવાનું જણાવતાં તેઓ પાલનપુર પોલિટેકનિક કોલેજમાં સિક્કો મરાવવા આવતાં સમગ્ર કૌભાંડનો ભાંડોફૂટી ગયો હતો.ડુપ્લીકેટ માર્કશીટમાં 'એમ'અક્ષરની સહીજે કર્મચારીઓ પાસેથી ડુપ્લીકેટ માર્કશીટો મળી છે. તેમાં પોલિટેકનિક કોલેજનો ડુપ્લીકેટ સિક્કો તેમજ 'એમ' અક્ષરની સહી છે.આગળ વાંચો ઓનલાઇન નાપાસ, ડુપ્લીકેટ માર્કશીટમાં પાસ બનાવટી માર્કશીટનું કૌભાંડ આચનારા કર્મચારીઓ ઓનલાઇન પરિણામમાં નાપાસ જાહેર કરાયા છે. જ્યારે તેમની ડુપ્લીકેટ માર્કશીટમાં ગુણ સાથે ચેડાં કરાયા છે. અથવા ઇએક્સ લખવામાંઆવ્યું છે.હજુ પણ નકલી માર્કશીટો બહાર આવવાની શક્યતાઓનકલી માર્કસીટ કૌભાંડના પર્દાફાશ બાદ કોલેજના આચાર્ય દ્વારા જિલ્લાની તમામ કચેરીઓના કર્મચારીઓના સીસીસી સર્ટી. ખરાઇ માટે મંગાવાયા હતા. જેમાં કેટલીક કચેરીઓ દ્વારા સર્ટી. મોકલવાના બાકી છે. માટે હજુ પણ નકલી માર્કસીટો બહાર આવવાની શકયતા છે.

ચિંતા અને ચિંતન Posted: 12 Aug 2014 10:04 AM PDT આજે CCC પરીક્ષા માટે રજિસ્ટ્રેશન ફોર્મ ભરવા માટે  ૧૧-૩૦ કલાકે સાઈટ ઓપન થઈને લગભગ ૧૦ મિનિટમાં જ  ૫૦૦૦ ફોર્મ  ભરાઈ ગયા. ઘણા શિક્ષક મિત્રો રાહ જોતા રહી ગયા અને ૫૦૦૦ ફોર્મસ માટેનું રજિસ્ટ્રેશન ક્લોઝ એવો સંદેશો આવી ગયો.  પ્રશ્ન એ થાય છે કે પરીક્ષા તથા તાલીમ કમ્પ્યૂટર શીખવા માટે લેવાની છે. નવાઈની વાત એ છે કે સરકારના મતે શિક્ષકોને કમ્પ્યૂટરની તાલીમ લેવાની છે તેવા શિક્ષકોએ રજિસ્ટ્રેશન કરવાનું છે. એકબાજુ સરકાર કમ્પ્યૂટરની તાલીમની જરૂરિયાત છે તેવી વાત કરે છે અને બીજી બાજુ તેવા શિક્ષકો પાસે કમ્પ્યૂટર દ્વારાજ ઓનલાઈન ફોર્મ ભરવાનું કહે છે કે જેમાં ૧૫ કેબી થી ઓછી સાઈઝનો ફોટોગ્રાફ્સ તથા સહી સ્કેન કરી અપલોડ કરવી અને ફોર્મ ભરવું - ફોટો સહી અપલોડ કરવું અને ૧૦ થી ૧૫ મિનિટમાં ક્રિયા પૂર્ણ કરવી. હવે જે શિક્ષકો આટલું ઝડપી આ બધુ કરી શક્તા હોય તેને કમ્પ્યૂટરના સર્ટીફિકેટની શી જરૂર છે ?  પ્રશ્ન એ છે કે જો શિક્ષકને તાલીમની જરૂરિયાત છે તો ઓનલાઈન ફોર્મ ભરતા આવડતું હશે તેવું કેવી રીતે માની શકાય ?  ૧૦૦૦ કે ૫૦૦૦ ફોર્મ ભરવાના તબક્કામાં ઝડપી ફોર્મ ભરવું તે લોઢાના ચણા ચાવવાની વાત છે.  કેટલાયે એવાયે શિક્ષકો છે કે જેને ઉચ્ચત્તર પગાર ધોરણ મેળવવા કે અન્ય લાભ મેળવવા CCC  પરીક્ષા પાસ કરવી અગ્રતાક્રમે છે તેવા શિક્ષકો લિમીટેડ ક્વોટાના ફોર્મમાં ફોર્મ ભરી શક્યા નથી. અને એવા ઘણાયે શિક્ષકો છે કે જેમને હાલ પરીક્ષા પાસ કરવી ખૂબ અગત્યની નથી તેઓ ઝડપી ફોર્મ ભરી શક્યા છે.  આવા સંજોગોમાં જરૂરિયાતવાળા લોકોને ખૂબજ હાલાકી અનુભવવી પડે છે.  સરકારે જિલ્લાવાઈઝ રજિસ્ટ્રેશન ફોર્મનો ક્વોટા જાહેર કરવો જોઈએ જેથી બધાજ જિલ્લાના લોકોને ન્યાય મળે રહે.  આભાર  જિતેન્દ્ર પટેલ
